Lincoln Council Might Extend Protection Orders in Car Parks

Lincoln's Car Parks May Extend Public Space Protection Orders

In a bid to curb anti-social behaviour, Lincoln council members are considering the extension of the existing public spaces protection orders (PSPOs) at various multi-storey car parks in the city.

Meeting to Discuss the Extension of PSPOs

Set for discussion at an executive meeting on Monday, September 18, the order predominantly targets car parks such as Lucy Tower, Broadgate, and Lincoln Central. PSPOs were initially implemented in 2020.

Effect of the Orders

The order prohibits certain activities in these car parks, such as smoking, loitering, and any other behaviour that may result in annoyance or discomfort to others.

"Introducing a Public Space Protection Order (PSPO) in these car parks has assisted Lincolnshire Police and the city council in dealing with individuals whose behaviour has had a detrimental effect on other people’s quality of life," says Councillor Sue Burke, portfolio holder for reducing inequality at the City of Lincoln Council.

The Aims of the Council

Councillor Burke further described their objective to create a safe and welcoming environment in Lincoln, particularly in these parking facilities. Emphasizing the need of all - residents, businesses, and visitors - to enjoy safety in these car parks is a priority, and will be further discussed with colleagues in the executive meeting.

"This PSPO allows us to tackle the issues faced in these car parks and also allow us to support those in need. It is really important for residents, businesses and visitors to Lincoln that we keep these car parks as safe as possible and I look forward to discussing this further with colleagues at Executive," added Councillor Burke.

The Regulations of PSPOs

The PSPOs, as they currently stand, consist of regulations such as a ban on the use of intoxicating substances unless medically needed, any activity likely to cause harassment or distress to others, congregation in groups to cause obstruction or annoyance to anyone, and loitering without a permitted purpose. PSPOs are invaluable tools for local authorities, giving them the discretionary power to design and implement their own prohibitions or requirements in response to issues.

Collaborative Effort

In managing PSPOs and addressing anti-social behaviours in these multi-storey car parks, the city council works alongside Lincolnshire Police. Their joint efforts are central in maintaining the safety of these public spaces.
